Create separate makefiles for rv and treatment from init/Makefile

Currently init/Makefile has rules that make multiple different commands; rv and treatment. We should separate the file into modular makefiles that are kept with their corresponding commands.

I think initially they were combined to reduce code but I think it just makes things more confusing.
