revid: create test bed for ts repair

We would like to explore the idea that we can fix cc discontinuities by setting the discontinuity indicator to true in the case of finding/creating a discontinuity. This may occur due to send fails, and therefore packet drops, or the ring buffer maxing out, and therefore packet drops. To start I would like to create a small program under revid/cmd/ that will take a ts file, and fix any discontinuities. The file will be specified with a command line flag. We already have a file we know has a discontinuity. If we can fix this with this method and if it is playable by our hls player, then we can implement in revid.
