revid: use newer libcamera to replace raspivid for new pi OS

The new versions of the Raspberry pi operating system (since bullseye) don’t use raspivid. Our video software revid does use raspivid. We need to update it to use the new libcamera so that we can keep our OS up to date with the latest.

New versions of the pi camera hardware are also incompatible with raspivid.
