revid-cli: Start but await instructions from NetReceiver in NetSender mode

In NetSender mode, revid-cli should always start in the Paused state, i.e., not immediately commence posting MPEGTS/HTTP or streaming RTMP, etc.

Only once network communications have been successfully established and NetReceiver vars successfully received should revid-cli start outputting (i.e., based on the received vars).

If vars are not received right away, revid-cli should remain paused and keep trying indefinitely every so often until they are received.
