revid-cli: not sending MPEG-TS packets modulo 1316

revid-cli is no longer sending MPEG-TS packets modulo 1316 bytes, resulting in the InvalidPayloadSize error from NetReceiver.

Context: This restriction makes it possible for video receivers (NetReceiver, VidGrind, VidRecord) to forward MPEG-TS packets "as is" via RTP without fragmenting.
