container/mts: MTS decoder

MPEG-TS (MTS) is our preferred container format for transport and storage. A decoder is therefore required to complement the existing encoder and enable round-trip transcoding of audio/video data.

Not just payload. Metadata as well.

Although by all means base it on comcast/gots if possible.

We can extract metadata using the meta package, though I’m guessing with this decoder we want it all higher level. Can discuss tomorrow.

what sort of capabilities would we be looking for ? Is it mainly just extraction of payload data ? If so, comcast/gots does do this, but perhaps we would like to implement this ourselves.
