arduino: WiFi failure results in client restarting after each cycle

This occurs in NetSender version 150. In this version it is impossible to disambiguate between a failure to turn the WiFi on, or to turn it off.

It is proposed that failures to turn on the WiFi should be treated just like a network failure, and only failures to turn off the WiFi should result in a restart.
