utils/logger: Poor logger tests "TestSampler" to be revaluated

Noticed during debugging test failures, Saxon was very disapproving of the effectivness of the test based on it’s approach and the fact that it passed a trace message to a logger and the into os.Stdout as opposed to a more appropriate location.
