utils/routing: initialise directory and documentation for open source routing

Routers seem to be a constant source of problems, ie; netgear nighthawks and tp link CPE’s are a headache to use. Consequently, a decision was made to migrate to open source router platforms to increase the control we have over the systems.

Specifically this means that we would like a set of config files for our commonly used OpenWRT configurations. We should create a directory for each configuration which contains the necessary files.
