cmd: create utility for viewing and recording wireless connection metrics, eg. signal strength, of remote devices

In order to make field tests more useful and convenient, we would like to be able to run a program to view and record wifi data from remote devices such as the CPE220.

Useful data would include link: signal, quality, noise, and bitrate.

The utility should output a comma separated values file which can be loaded into sheets for graphing and analysis.
