cmd/accel-netsender: write netsender to send up raw LSM303 values

While we develop software to deduce wave characteristics, it would be useful to collect real raw accelerometer data from the water. As such, it’s proposed that we develop a basic netsender client that will collect raw LSM303 data and send to the cloud.
