broadcast: configure broadcast with description

Saxon Milton created an issue

To date we have provided descriptions with our youtube broadcasts. It would be nice if we could also add a description through our vidgrind broadcasting UI. We should add a “Description” field and add the necessary youtube API code to set the provided description.
