broadcast: occasionally failing testing transition

On occasion the testing transition fails with a “stream is inactive” error even though we have just waited for the active status prior. It’s possible that there are temporary dropouts into inactive state which could cause this problem. It’s therefore proposed that we retry the testing transition a few times before consider this a “no stream” error.
