It would be handy if we could monitor stream health through the youtube API during a broadcast and perform various actions depending on the severity of the health issue. First step might be to implement email notifications in the case of an unhealthy stream that remains unhealthy for a max time period.

I suggest using the existing notifyOps function. It takes an arbitrary string.
