broadcast: check for "complete" status in broadcast monitoring routine

We have the “goLive” routine that handles automated start, health monitoring and stop of a broadcast, however, it’s not currently aware if the stream is stopped manually. We should periodically check for broadcast status “complete” to add awareness of early completion of broadcasts.
