broadcast: use email notify when problems occur in broadcast monitor/control routine

Given that broadcasts are controlled automatically by background routines, there is no practical way (could stare at logs) to be aware of problems that occur within these routines. We should perform similar email notification to that performed by the health monitoring functionality to make ops aware of other problems.
