broadcast/youtube.go: live monitor routines should terminate if broadcast no longer exists on youtube

Saxon Milton created an issue

If a broadcast no longer exists on youtube (maybe after having deleted it manually on the youtube go live management UI) we should terminated the monitor routine, otherwise it will continue to run and send logs and email notifications.
