t/set/device.html & set.go: add actuator settings to devices page for adding, modifying and deleting actuators

Yet another stage of porting of netreceiver functionality to vidgrind. We’d like to have access to actuator settings for devices through the vidgrind devices page. Similar to the addition of Sensor settings to the devices page, this should be a fairly straightforward port of the functionality.
