Basic VidGrind admin user interface

VidGrind currently lacks a user interface for administrative functions, and instead relies on NetReceiver for this functionality.

A basic admin UI is required to:

• Create/update a site, including specifying that a site is public (not currently supported via NetReceiver).
• Add/remove site users.

This is among the last of the NetReceiver functions that need to be ported to VidGrind.
