API: return site locations for public sites

An API call that return public site locations (i.e., latitudes and longitudes) is necessary for site mapping.

This could be implemented by means of an optional parameter on the existing /api/get/sites/public API call, which currently returns just site keys and site names.

Private sites should be excluded for privacy reasons.
