Make nav menu links react to site-menu

This is the second stage of issue #223.
We would like the VidGrind UI to react to the site selected in the site-menu, showing navigation options based on the permissions for the selected site.
The following elements will be shown based on the respective permissions:
Read Only (including Public):
- Monitor
- Search
- Play
Read Write:
- Upload
- Setting/Devices
- Settings/Crons
- Broadcast
Admin
- Admin

A question has arisen: “What links in the menu do we want to show a user who hasn’t logged in?” I think the answer is, everyone should log in before they can access media or data. Once they log in they will be able to select a public site etc.
