site-menu: lazy loading messing up site order

The site-menu should be sorted alphabetically. The sorting code is in site-menu.ts but since the sites are now loaded asynchronously, sorting by the innerHTML of the option elements doesn’t work since it is initially “loading …”.

The sites need to be sorted as the site names load.
