site-menu: remove scroll bar from menu options

On the desktop browser, around 20 sites in the menu causes a scroll bar to be rendered and a portion of the sites to be accessed by scrolling. This should only happen if the sites are going to disappear off the page. 20 sites is a common use case for the AusOcean team so we should remove the need for unneeded UI actions.
