broadcast: only need hours and mins on UI now

It no longer makes sense to have the date in the broadcasts configuration page considering it’s now implicit that broadcasts are repeated according to the hour and min if the broadcast’s “Enabled” field is true i.e. the date doesn't have any meaning.
