configHandler: fix response string JSON error

The response string in the configHandler contains invalid JSON. See iot issue 81 here: https://bitbucket.org/ausocean/iot/issues/81/pi-netsender-fix-json-error-in-first-time

Upon further inspection, it is an extra quote after the act period value causing the error.
