broadcast: remove start now option on broadcast page

Saxon Milton created an issue

The broadcast will automatically “start now” if it is enabled and the current time is between the start and end hours, so there is no need for a “start now” check box (unless of course you want to start outside of the normal range, but this is weird and should not justify the addition of an extra interface feature)
