Separate service for device data handling

data.cloudblue.org is the new endpoint for all device data requests, implemented in NetSender v167. Currently, this endpoint is implemented by the datablue service (datablue.appspot.com), which is a simple service for forwarding requests to VidGrind. If it proposed to factor the device data handling code out of VidGrind (pollHandler, configHandler, etc.) into the datablue service. This decoupling of web services will improve the uptime of the latter, which currently suffers every time VidGrind is restarted.
