Update cron.yaml to reflect currently active rigs, report unhealthy devices every morning

The ops team agrees that emails are being send too often for unhealthy rigs. We should reduce the frequency in cron.yaml to once daily, in the morning if possible.

The list of devices needs to be updated too.

A better system that can be configured on VidGrind would be desirable.
