tests/python doesn't build on windows, for win32 targets.

When using revision ad68e85dc416 of beremiz_public_dist to build an installer for windows, with version 1ac77681946f of matiec, the resulting beremiz install fails at building tests/python example project :

iec_std_lib.h:386:3: error: unknown type name 'time_t'

Edouard, this problem is related to matiec and it's already fixed by me. https://bitbucket.org/mjsousa/matiec/commits/16dc09ee42d8f0ff87f574e88b57b2e4ac4bd4cc

Denis, your problem seems to be different and I couldn't reproduce it with build from latest beremiz_public_dist.
