Disable bool modifier for VAR_IN_OUT

Bool modifiers: No modifier, Negated, Rising Edge, Falling Edge. According 2.5.1.1 'Represantation' 17 and table 19 'Grahpical negation of boolean signals' of IEC 61131-5 (used version from 2003).
