DINT_TO_TIME converts at the base of seconds not milliseconds

The Beremiz editor converts DINT to TIME at the base of seconds. According to IEC 61131 it should be milliseconds as far as I know. The result is functions or function blocks running much to fast if they use PLC system time. A typical example is T_PLC_MS or T_PLC_US from the OSCAT library.
