Voting by URL possible

Hi,

it's possible to vote for issues by URL when voting is inactive for the project.

Just call: https://JIRA_URL/secure/VoteOrWatchIssue.jspa?id=THEKEY&vote=vote

The sum of votings is available in the XML and also search view.
