Adjust JVM GC monitoring

Anders Welen repo owner created an issue

Change the the following GC monitoring level to 3.

  • "Garbage Collections/min: %s"
  • "Time spent in Garbage Collection/min: %s"
  • "Time spent in last Garbage Collection: %s"

Adjust the "Time spent in Garbage Collection/min: %s" warning to better value (and perhaps add a critical level.
