Some improvements

1) Slight change to the aero delay code to let the calculations which aren't agonisingly slow run 2) Added support for an improved version of the original PWings manipulation method

'G' to set length/offset 'B' for base width 'T' for tip width

The original PWings manipulation wasn't part relative (made often unintuitive motions required), stopped working if the mouse left the part, and moved at a fixed speed.

This version is part relative (eg. translate always makes the tip follow the cursor from any viewing angle), doesn't require you to keep the mouse inside the part, and scales in speed based on the distance between the camera and the part.
