Tab-Switcher doesn't work with pined tabs

Step to Reproduce: #

1. Create 2-3 not empty tab.
2. Pin created in 1 step tabs (by right button-> Pin Tab).
3. Try to use hotkeys

Actual result

 Tab-Switcher doesn's appear on the screen

Expected result

 Tab-Switcher appear on the screen
