Make a "setup" flag for mpetrun

This will look under the installation and copy the configs directory to the user's current working directory. How does this work post-installation? How will the script find the configs directory?

This is for people who have installed (and don't know where the configs directory is) mpet rather than simply cloning where they can copy the configs directory directly.

Note, I believe this is not worth doing until if/when DAE Tools can be added to PyPI (practically allowing mpet to be added to PyPI).

Mpet is available on PyPI now, so we should prioritize this.
