Missing stops file

If the stops file is missing, it makes OncodriveFML crash even if it is not needed.

we are working on this issue and we plan to have a version of oncodriveFML fully working on hg38 in the following week or two.

The missing stops file for hg38 has been generated and oncodriveFML should work as expected

Version 2.2.0 does not download the stops file if not needed
