Schematics drafters have Tinker III (at least according to the wiki's infoboxes, which should be accurate). Expected behavior would be them having some lower level of Tinkering, maybe just Tinker I & Tinker II?
The only static NPCs with Tinker III are Barathrum, Bep, and Pax Klanq. Are the random disk merchants hanging out in the Stilt really technological geniuses on the same level as Barathrum? Could be a fountain, but if so, I think it is an un-flavorful one.
