Elders and other important NPCs with wings fall out of the sky

Intuition would suggest that mutants with sufficiently high level wings would have virtually no chance of falling from the sky, much like the birds of the old world. Maybe move the fall chance to attacking / getting attacked after a certain level?

Birds, bats, etc have wings 10 which reduces the fall chance to 0. Elder NPCs are still clumsy
