Can't choose missile weapon skills when using a PS controller

My character had acquired “Suppressive Fire“ and “Sure Fire“ skills from “Bows & Rifles” category. But I was not able to use either of them. Yes, I knew that I must mark a target first. After a target was marked and selected, I was not able to open “Menu” by pushing the “Y” button (“Triangle” on PS controller) on my controller. I tried to rebind it to a different key but the same issue remained. Please see the screenshot referring to the bug I described. Thank you!
