I’m encountering these issues even before Eskhind becomes mayor. In particular, she seems to move directly to the edge of the zone as soon as she’s returned to Bey Lah, while her sisters remain outside Keh’s hut.

Seems to reproduce steadily in the Find Eskhind quest, upon returning to Bey Lah.
