Phase web initial check to be able to catch a target appears to be completely unrelated to Spinnerets rank, and is completely static -- a target above 30 strength cannot be stuck in a phase web, at or below 30 strength can.

Tested with wishswapping and wish-modified strength values, using Warden Une as a test subject. Rank 1, 9, and 13 spinnerets were checked, and all three cases Une was able to walk through phase webs at 31 strength but not at 30 strength.

Meanwhile, standard webs appear to be able to catch anything regardless of their strength value; wishing up to 9000 strength, the initial stuck-in-the-web still occurs. (The breakout appears to function as expected, but not sure about detailed numbers on it)
