Beta - Mafeo has nothing to trade

On version 2.0.207.43, I entered Grit Gate and found that Mafeo had nothing to trade. I initially entered the trading area without having acquired the stamped data disk and later came back after having completed that quest, and both times Mafeo had nothing to trade. Wishing for another Mafeo also gave me nothing to trade. Since the dialogue from the stamped quest states that you may gain access to that area for the purposes of trade, I believe that Mafeo should always have something to trade.
I do have three scripting mods enabled, but none of them would seem to cause this. Let me know if I need to provide any additional information.
