[ui beta] attempting to cycle to other pages on ability bar on controller doesn't work

the controller binding for this is “LT/L2+D-Pad/Right” or “LT/L2+D-Pad/Left” to cycle through ability bars, but pressing these makes the entire bar flicker rapidly with the next page of buttons before immediately reverting to the current page. key input delay does nothing to change this behavior. inputting the same command with keyboard (ctrl+tab and ctrl+shift+tab) cycles to the next page and stays there appropriately.
