tl;dr BaseMutation.ChangeLevel is not called on level up
if you have a bonus to a mutation that is blocked by your current level and then level up, mutation levels don't change (though status screen shows updated levels)
was able to reproduce this with no mods consistently
seems that most mutations don't rely much on ChangeLevel directly which makes the effect less obvious
