I have 101 QN, and I'm sometimes able to fire multiple times in a row, and sometimes not. The pattern isn't obviously looping, so here's a sample shoot / wait sequence, shooting every time it's possible and waiting when not:

(I have Akimbo, but the behavior is the same shooting one gun or a stack of them -- can take multiple shots in a row, which I assumed wasn't intended to be possible. At least, not without below-base quickness?)
Moreover, something VERY weird -- I'm able to reproduce "shoot, {I could shoot again, judging by the vertical line 'ammo' icon}, move, gun is now on cooldown"???
Seems to happen every time I would be able to take a double-shot
