Broadcast power stations not working properly

Broadcast power isn’t working through broadcast power stations.

In the test attached, a radio powered chem cell (max recharge depth -2) stops recharging at -3 or deeper, even with broadcast stations fully functional in the lattice; behavior is the same with radio powered solar cells (works fine up to -3, then nothing), and antimatter (rechargs up to -9, then nothing).

Seems only satellites are broadcasting currently.
