Zone generation in Taproot

There’s something wrong with the generation of the zones which are at the bottom of spiral staircases in Taproot. These zones are taking much longer to generate than other zones. Also, spiral borer staircases are not being respected in these zones. (That is, the zone at the top of the spiral staircase has the up and down borer staircases as expected, but the zone below has neither.)
