Players by default cannot view past 2nd page of inventory with 'page down' key

Steps to reproduce:

1. Reset the game to defaults to turn off overlay UI if necessary (or rename %APPDATA%\LocalLow\Freehold Games\CavesOfQud)
2. Create a new character
3. Bind the ‘wish’ key
4. Wish for ‘phials’ and pick them up until your inventory is more than 2 screens long
5. Open the inventory by pressing i
6. Press page down twice

At this point pressing page down again does not go to the third screen of inventory, although you can scroll further by holding down the down arrow key or '2'.
