<OCD595> I don't know if this is a bug or an intentional design decision, but randgen villages can have their faction skill be the first skill in the category (hurdle for tactics, tactful for customs and folklore, etc). The rep cost for being taught the skill is assigned normally (cost 75 rep to learn hurdle), but when you're taught the skill, the category does not unlock. As such, you end up having to double-buy if you want to advance the tree. This behavior contradicts the similar functionality seen with intentionally built factions who teach the first skill of a category (Barathrumites, Eskhind-kindred, Villagers of Erza, etc.) Was not sure if it was a bug that tactics/tactful/offhand strikes/etc. could be offered by villages and functioned in this way.
